2023 P3 Impact Award Finalists Announced for Exemplary Public-Private Partnerships

The Office of Global Partnerships at the U.S. Department of State, in collaboration with Concordia and the University of Virginia Darden School’s Institute for Business in Society, has unveiled the five finalists for the highly anticipated 2023 P3 Impact Award.

This esteemed award spotlights exceptional public-private partnerships (P3s) that offer innovative solutions to critical global challenges such as enhancing access to education, quality healthcare, women’s economic empowerment, and humanitarian aid. A distinguished panel of judges, encompassing diverse expertise, meticulously selected these five finalists based on the partnerships’ operational framework, quantifiable social inclusion impact, financial sustainability, innovation, and scalability.

Finalists at a Glance:

  • – The HealthTech Hub Africa – Pan-Africa:

This hybrid pan-African health tech accelerator, in collaboration with major partners like the Novartis Foundation, The Global Fund to Fight AIDS, and Bridge for Billions, focuses on advancing health technologies across Africa. The partnership’s unique approach targets both entrepreneurs and governments, aiming to address the health challenges faced by underserved communities.





  • – Quality Education India Development Impact Bond – India:

A groundbreaking initiative led by the British Asian Trust, Michael & Susan Dell Foundation, and UBS Optimus Foundation, this project harnesses the power of collaboration to amplify educational interventions. With objectives spanning improved learning outcomes and financial efficiency, this $11 million initiative demonstrates the potential of outcomes-based financing.

  • – Airlink & USAID/BHA – Haiti Cholera Humanitarian Air Bridge Partnership – Haiti

Airlink and USAID/BHA have come together to establish a vital humanitarian air bridge connecting the United States and Europe to Haiti. This strategic partnership streamlines logistics, enhancing the distribution of health and sanitation supplies critical for tackling cholera. Through cost-effective charter flights, the initiative has significantly reduced transportation expenses for humanitarian efforts.

  • Emprendimientos Productivos para la Paz (EMPROPAZ) – Colombia:

A joint venture involving Bancamía, BBVA Microfinance Foundation, and USAID, this partnership aims to uplift vulnerable communities in Colombia from poverty. By providing access to financial services and specialized business training, the initiative fosters income generation, sustainable development, and positive transformations in territories.

  • Accelerated Learning Program – Ethiopia:

Collaboratively addressing the out-of-school crisis, Luminos and Ethiopia’s Ministry of Education (MOE) have developed the Accelerated Learning Program (ALP). This partnership endeavors to equip out-of-school children with essential literacy and numeracy skills, enabling their smooth reintegration into mainstream education.

The recipient of the prestigious P3 Impact Award will be unveiled during the upcoming 2023 Concordia Annual Summit, scheduled for the week of September 18, 2023. The finalists will present their partnerships before a panel of judges and a diverse audience, both in-person and virtually.

Each partnership will undergo rigorous evaluation, considering factors such as cross-sector cooperation, measurable impact, economic and social inclusion, innovation, financial efficacy,and potential for scalability.
