U.S. AFRICOM Deputy Commander Spotlights African Maritime Security In West Indian Ocean Tour

Ambassador Robert Scott, the deputy commander for civil-military engagement at U.S. Africa Command (AFRICOM), embarked on a tour across Madagascar, Mauritius, and Seychelles from May 11 to May 18, 2024.

During his visit, Ambassador Scott engaged in high-level discussions with government officials in the three nations, emphasizing collaborative efforts to tackle maritime security challenges plaguing the West Indian Ocean region.

These discussions underscored the importance of regional stability and security, crucial for both African nations and their international partners, particularly in the face of escalating maritime threats.

In Port Louis, Mauritius, Ambassador Scott met with key dignitaries including Minister of Foreign Affairs, Regional Integration, and International Trade, The Honorable Maneesh Gobin, and Secretary of Home Affairs Ravi Meettook.





Their discussions highlighted the enduring partnership between the United States and Mauritius, emphasizing a shared commitment to addressing maritime security challenges.

Similarly, in Seychelles, Ambassador Scott engaged with Foreign Affairs and Tourism Principal Secretary Ambassador Vivian Fock Tave and Minister of Internal Affairs Erik Fonseka. The meetings underscored the robust partnership between the United States and Seychelles, particularly in maritime security efforts aimed at fostering regional stability.

Throughout his tour, Ambassador Scott emphasized the detrimental impact of maritime security threats such as piracy, illegal, unreported, and unregulated (IUU) fishing, and trafficking on the economies of African coastal nations.

Recognizing the escalating maritime traffic in the region due to conflicts in the Gulf of Aden, Ambassador Scott stressed the importance of supporting African nations in countering these challenges.

A significant aspect of the tour was Ambassador Scott’s visit to key maritime security infrastructure, including the Regional Coordination Operations Centre (RCOC) in Seychelles and the Regional Maritime Information Fusion Center (RMIFC) in Madagascar.

These centers, funded by the EU’s Maritime Security in Eastern & Southern Africa & Indian Ocean (MASE) program, play a pivotal role in facilitating information exchange, sharing, and joint maritime operations to combat illegal activities at sea.

Ambassador Scott’s tour exemplifies U.S. Africa Command’s comprehensive 3D approach, leveraging diplomacy, development, and defense collaboration to foster interagency efforts and mitigate the drivers of conflict and extremism in Africa.

With Ambassador Scott’s visit, there is renewed optimism for strengthened partnerships and enhanced maritime security initiatives in the West Indian Ocean region, signaling a concerted effort towards safeguarding Africa’s maritime domain.
