The Biden-Harris Administration has unveiled a comprehensive action plan at the Third Summit for Democracy in Seoul. President Biden, who initiated the historic Summit in 2021, aims to fortify democratic resilience, safeguard human rights, and combat corruption both domestically and internationally.

Led by Secretary of State Antony Blinken, the U.S. delegation highlighted significant strides made since the inception of the summit. With a focus on advancing technology for democracy, combating corruption, and supporting free media, the administration has unveiled a series of initiatives to propel democratic values into the future.

In a bid to address the proliferation and misuse of commercial spyware, President Biden signed a groundbreaking executive order in March 2023, prohibiting its use by the U.S. Government to mitigate national security risks and curb human rights abuses.

Subsequent actions by the Department of Commerce and the Treasury Department, including imposing export controls and financial sanctions, underscore the administration’s unwavering commitment to combating this threat to democratic institutions.

Furthermore, USAID’s efforts to bolster independent media outlets through the International Fund for Public Interest Media and initiatives to combat corruption, such as the Countering Transnational Corruption Grand Challenge for Development, underscore the multifaceted approach adopted by the administration.

In a bid to empower women and marginalized communities, USAID has allocated substantial funding to initiatives promoting women’s civic and political leadership, while also spearheading efforts to launch the global Youth Democracy Network.

Additionally, the Administration has prioritized electoral integrity through initiatives like the Global Network for Securing Election Integrity and the Defending Democratic Elections Fund, aimed at tackling emerging electoral integrity issues and promoting political accountability.

Looking ahead, the Biden-Harris Administration has announced new commitments, including financial support for democratic renewal initiatives and the launch of the Advancing Digital Democracy Academy to provide essential skills training in cybersecurity and responsible AI.

In a pivotal move to combat gender-based online harassment, the United States, in partnership with the UK, is developing a response framework to counter targeted online campaigns against women political figures and human rights defenders.

The release of the second National Action Plan on Responsible Business Conduct further underscores the Administration’s commitment to promoting responsible business practices and ensuring access to remedies for those affected by irresponsible conduct.

With these initiatives, the Biden-Harris Administration aims to solidify the United States’ position as a global leader in championing democratic values and fostering inclusive governance for generations to come.
