ICYMI: “Access To International Education: A Study Of Federal Government’s 2026/2027 Foreign Scholarship Programmes”

The Federal Government (FG), of Nigeria has opened applications for the 2026/2027 foreign scholarship programmes, aimed at strengthening human capital development and equipping Nigerians with globally competitive skills.

Two major government-backed schemes are currently highlighted:
  • The Petroleum Technology Development Fund (PTDF), Overseas Scholarship Scheme
  • The Niger Delta Development Commission (NDDC), Foreign Postgraduate Scholarship Programme

Both initiatives reflect a strategic effort to build expertise in key sectors, particularly oil and gas, engineering, and technology, while promoting international education opportunities.

Overview of the Scholarship Programmes

PTDF Overseas Scholarship Scheme

The PTDF scholarship focuses on postgraduate (MSc and PhD), studies in energy-related fields. It is designed to develop technical expertise for Nigeria’s oil and gas industry.

NDDC Foreign Master’s Scholarship

The NDDC programme specifically targets students from the Niger Delta region and is limited to Master’s degree studies abroad. It aims to empower youths from oil-producing communities to actively participate in the local content programme and global workforce.





Application Timeline

  • PTDF Scheme: Typically opens early in the year and closes within a few weeks (e.g., February cycle).
  • NDDC Scheme:
    • Opens: March 23, 2026
    • Closes: April 19, 2026

Applicants are advised to adhere strictly to deadlines, as late submissions are not accepted.

Eligibility Criteria

General Requirements (Both Schemes)
  • Nigerian citizenship
  • Strong academic background
  • Completion of the National Youth Service Corps (NYSC)
  • Admission into a recognized foreign university (especially required for NDDC)

NDDC-Specific Requirements

  • Minimum of First Class or Second Class Upper Division
  • Age limit: Below 40 years
  • Must be an indigene of the Niger Delta region (states such as Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, and Rivers)

Required Documents (NDDC Emphasis)

Applicants for the NDDC scholarship must upload:
  • Recent passport photograph
  • Local Government Identification letter
  • Admission letter from a recognized overseas university
  • Academic certificates
  • NYSC discharge or exemption certificate

After submission, candidates receive a registration number and must print an acknowledgment slip for reference.

Fields of Study

Both programmes prioritise disciplines aligned with Nigeria’s development needs, including:
  • Petroleum Engineering

    • Based on WASSCE/NECO results
    • Undergraduate degree classification

  2. Computer-Based Test (CBT)
    • Conducted in Rivers State
    • Minimum score: 70%
  3. Final Verification
    • Through Local Government Area (LGA)
    • Community Development Committee (CDC)

Only shortlisted candidates are contacted at each stage, and the Commission retains final decision authority.

For the NDDC scheme, funding is calculated based on the prevailing exchange rate of the Naira, ensuring adaptability to economic conditions.

  • Candidates cannot change course or institution after selection
  • Deferred admission is not allowed
