Italy’s right-wing government, led by Prime Minister Giorgia Meloni, is set to reset relations with Africa through the unveiling of the Mattei Plan.
Named after Enrico Mattei, the founder of Italian energy giant Eni, the plan is poised to redefine Italy’s engagement with the continent and address concerns related to immigration.
More than 20 African heads of state and government are expected to attend the summit in Rome, commencing with a dinner on Sunday and the official summit on Monday. Meloni aims to position Italy as a crucial bridge between Africa and Europe.
While the specific details of the Mattei Plan remain confidential, Italy has expressed its intention to become a transit hub for African energy and boost investments to combat illegal immigration across the Mediterranean.
Meloni emphasized the importance of fostering cooperation and equal strategic relationships with Africa, stating, “What needs to be done in Africa is to build cooperation and serious strategic relationships as equals, not predators.”
She highlighted investments and a comprehensive strategy as key elements in defending the right not to emigrate.
The prime minister is expected to unveil diverse projects on Monday, spanning health, education, infrastructure, agriculture, with a particular focus on energy. Italy has also committed to allocating 70% of its climate fund—an international environmental project investment program—to initiatives in Africa.
This strategic move underscores Italy’s commitment to prioritizing Africa during its current presidency of the Group of Seven and signals a comprehensive effort to strengthen ties and address shared challenges between Italy and the African continent.
