The Minister of Aviation and Aerospace Development, Festus Keyamo, is set to launch the Personnel Audit and Skills Gap Analysis (PASGA) Project, an initiative aimed at improving efficiency, accountability, and productivity within the civil service and aviation sector.
According to a statement by Margaret Oyinboade, Head of Press and Public Affairs, the project is being implemented under the supervision of the Office of the Head of the Civil Service of the Federation. It was officially introduced to the management of the Ministry on October 8 by Dr. Offiong Archibong, Managing Director of STRANSFORM Limited, the consulting firm handling the project.
Permanent Secretary of the Ministry, Dr. Ibrahim Abubakar Kana, described the initiative as a vital part of the ongoing civil service reforms designed to promote an efficient, productive, incorruptible, and citizen-centred workforce. He assured full cooperation from the Ministry to ensure smooth implementation.
Kana noted that the programme would help strengthen the Ministry’s human resource system, enhance capacity building, and ensure better service delivery in the aviation and aerospace sector.
Dr. Archibong explained that the PASGA Project will help maintain accurate staff records, identify critical skills gaps, and guide training, recruitment, and deployment decisions across Ministries, Departments, and Agencies.
She said the project includes three major components: personnel verification, skills assessment, and review of human resource policies and systems to improve performance and efficiency.
The initiative, she added, is expected to build a modern, data-driven civil service capable of meeting the country’s development and reform goals.
