President Tinubu Reconstitutes NERC Board

Strengthening Regulatory Oversight to Accelerate Power Sector Reforms Under the Electricity Act, 2023

President Bola Ahmed Tinubu has approved the reconstitution of the Board of the Nigerian Electricity Regulatory Commission (NERC), following the Senate’s confirmation of the board members on December 16. The development represents a strategic step in the Federal Government’s drive to strengthen regulatory governance and accelerate reforms in Nigeria’s electricity sector.

The approval was announced in a statement issued by the Presidential Spokesman, Bayo Onanuga, who confirmed that the newly reconstituted board will be chaired by Dr. Mulisiu Olalekan Oseni.

Board Leadership

Dr Oseni began his service at NERC as a Commissioner in January 2017 and was later appointed Vice Chairman of the Commission. His appointment as Chairman took effect from December 1, 2025, and will subsist until the completion of his ten-year statutory tenure, in accordance with the provisions of the Electricity Act, 2023.

The board also has Dr Yusuf Ali as Vice Chairman. Dr Ali was first appointed as a Commissioner in February 2022, and his designation as Vice Chairman also took effect from December 1, 2025. He will serve in that capacity until the completion of his first term at the commission.





Other Board Members

Members of the reconstituted NERC Board include:

  • Mr. Nathan Rogers Shatti, serving his second term as Commissioner, first appointed in January 2017.

  • Mr. Dafe Akpeneye, serving a second term, having been first appointed as Commissioner in January 2017.

  • Aisha Mahmud Kanti Bello, serving her second term, first appointed as Commissioner in December 2020.

  • Dr. Chidi Ike, serving his first term, first appointed as Commissioner in February 2022.

  • Dr. Fouad Animashaun, serving his first term effective December 2025. An energy economist, he brings extensive experience in the Nigerian power sector and most recently served as Executive Commissioner and Chief Executive Officer of the Lagos State Electricity Regulatory Commission.

Presidential Charge

President Tinubu has charged the board members to deepen and consolidate the ongoing transformation of Nigeria’s power sector, ensuring strict adherence to the letter and spirit of the Electricity Act, 2023.

The administration expects the reconstituted board to strengthen regulatory oversight, promote market stability, protect consumer interests, and support sustainable investment across the electricity value chain.

The reconstitution of the NERC Board comes at a critical period for national power sector, as the government intensifies efforts to improve electricity supply, enhance sector efficiency, and drive economic growth through comprehensive energy reforms.
