U.S. Special Envoy for the Horn of Africa, Mike Hammer, is set to undertake a crucial mission to Kampala and Addis Ababa from January 17 to 24. His itinerary includes participation in the 42nd Extraordinary Summit of the Inter-Governmental Authority on Development (IGAD) Assembly Heads of State and Government in Kampala.
The summit will primarily focus on addressing the ongoing tensions between Ethiopia and Somalia, as well as the situation in Sudan.
The United States, through Ambassador Hammer, expresses support for the IGAD diplomatic initiative and reiterates its recognition of the Federal Republic of Somalia’s sovereignty and territorial integrity within the boundaries established in 1960.
Regarding Sudan, Ambassador Hammer aims to bolster regional and international efforts to bring an end to the conflict, emphasize the importance of unimpeded humanitarian access, advocate for a democratic transition, and endorse justice and accountability for victims of the violence.
During his visit to Ethiopia, Ambassador Hammer plans to engage with African Union officials to synchronize efforts on Sudan and address other regional priorities. Discussions with Ethiopian officials will center around the urgent need to implement the Cessation of Hostilities Agreement in northern Ethiopia.
This involves making strides in disarmament, demobilization, and reintegration, as well as advancing a transitional justice process with a focus on the well-being of victims. Ambassador Hammer will emphasize the imperative of dialogue to tackle political and security crises in the Amhara and Oromia regions.
He calls on all involved parties to prioritize civilian protection, abstain from provocative rhetoric, and uphold human rights standards.
