UN Commission On Narcotic Drugs Tightens Controls On Fentanyl Precursors

In a landmark decision aimed at combating the global epidemic of synthetic drug trafficking, the 67th Session of the United Nations Commission on Narcotic Drugs (CND) convened in Vienna, Austria, and unanimously agreed to enforce stricter regulations on multiple precursor chemicals integral to the illicit production of fentanyl and other synthetic narcotics.

Responding to a plea from the United States, the International Narcotics Control Board (INCB) proposed the inclusion of two key fentanyl precursors, namely 4-piperidone and 1-boc-4-piperidone, under international control as per the 1988 Convention.

The CND’s unanimous approval of this measure signals a significant stride in fortifying global law enforcement initiatives against the trafficking of deadly drugs wreaking havoc in communities worldwide, particularly in the United States.

Furthermore, the INCB advocated for the regulation of 16 additional substances commonly exploited in the clandestine synthesis of methamphetamine and MDMA. Among these substances are P-2-P methyl glycidic acid and its methyl ester, alongside seven supplementary esters of P-2-P methyl glycidic acid, and the ethyl ester of 3,4-MDP-2-P methyl glycidic acid, along with six additional esters of 3,4-MDP-2-P methyl glycidic acid. The CND’s unanimous endorsement of these measures promises enhanced vigilance and control over these chemical components crucial to the illicit drug trade.





Moreover, in response to recommendations from the World Health Organization (WHO), the 1961 and 1971 Conventions will see amendments to incorporate stringent controls on emerging synthetic opioids and related substances.

Notably, the synthetic opioid butonitazene will be added to the 1961 Convention, while the schedules of the 1971 Convention will include 3-chloromethcathinone, or 3-CMC, dipentylone, 2-fluorodeschloroketamine, and bromazolam. These unanimous decisions underscore the global commitment to curbing the proliferation of dangerous narcotics and safeguarding public health.

The resounding support for these measures at the UN Commission on Narcotic Drugs signifies a unified front in the ongoing battle against the illicit drug trade, offering hope for communities grappling with the devastating impact of synthetic drug abuse worldwide.
