At UN Security Council briefing on Sudan and South Sudan, Mark Simonoff, Legal Adviser, addressed the Council, expressing grave concerns over the deteriorating situation in Sudan, particularly in the Darfur region.
Simonoff highlighted the resurgence of violence reminiscent of events two decades ago and emphasised the need for international cooperation to address the ongoing crisis.
The briefing unveiled shocking details of atrocities committed by the Rapid Support Forces (RSF) and allied militias against vulnerable communities, echoing the patterns observed during the Darfur genocide. Simonoff underscored the alarming reports of violent attacks, sexual violence against women and girls, and the destruction of villages, creating a humanitarian and displacement crisis.
Secretary Blinken’s determination that RSF and allied militias are responsible for crimes against humanity, ethnic cleansing, and war crimes was reiterated during the briefing. Simonoff announced the United States’ designation of Ahmad Harun, former Minister of State for the Interior under Bashir, under the War Crimes Rewards Programme, offering a reward of up to $5 million for information leading to Harun’s arrest, transfer, or conviction before the International Criminal Court (ICC).
The briefing stressed the critical role of the ICC in addressing impunity and promoting justice. Simonoff welcomed the prosecutor’s actions, including the creation of a dedicated team for Darfur, multiple visits to the region for evidence collection, and engagement with Sudanese civil society organisations.
The United States urged all countries to cooperate with the ICC, emphasising the importance of permitting ICC teams to operate within Sudan and responding to requests for evidence and information. Simonoff concluded by calling for urgent international efforts to end impunity, address the humanitarian crisis, and support the Sudanese people in their pursuit of a peaceful future.
The situation in Sudan remains a global concern, requiring coordinated action to prevent further violence and ensure justice for the victims.
