The Federal Ministry of Art, Culture, Tourism, and the Creative Economy has suspended all enforcement operations by the National Institute for Hospitality and Tourism (NIHOTOUR), nationwide.
Honourable Minister Hannatu Musa Musawa approved the suspension following concerns raised by stakeholders in the hospitality and tourism sectors.
The suspension aims to restore order, protect operators’ rights, and ensure regulatory activities align with the law and President Bola Ahmed Tinubu’s Renewed Hope Agenda. Minister Musawa stated the ministry has taken note of widespread complaints regarding NIHOTOUR’s recent compliance actions.
The suspension covers field inspections, compliance raids, issuance of demand notices, fines, and other regulatory sanctions. It also includes licensing or registration enforcement and activities involving NIHOTOUR officials with police or third-party security operatives.
The Ministry remains NIHOTOUR’s supervising authority, as established by law. Stakeholders are assured future regulatory actions will be grounded in legality, professionalism, and industry-wide consultation.
A multi-stakeholder engagement will clarify ambiguities in the NIHOTOUR Establishment Act and prevent further disruptions. The suspension is effective immediately.
The Ministry’s decision is expected to bring relief to hospitality and tourism operators. Dr. Nneka Ikem Anibeze, Head of Media & Publicity, Office of the Honourable Minister, issued the announcement.
