Governor Zulum’s Bold Reforms Spark Hope In Borno’s Fight Against Insurgency.

As part of resolute stand against the resurgence of Boko Haram, Borno State Governor Professor Babagana Umara Zulum has emerged as a beacon of hope, championing enhanced intelligence and military reforms to restore peace in Nigeria’s North-East. On 20 May 2025, during an interview on News Central’s Breakfast Central, Zulum outlined a robust strategy to tackle the insurgency, earning widespread acclaim for his unwavering leadership in a region scarred by over 15 years of violence. His proactive measures, including calls for strengthened intelligence networks and decisive action against saboteurs, have ignited optimism among Borno’s residents, who see a brighter, safer future on the horizon.

 

Zulum’s approach combines both kinetic and non-kinetic strategies, addressing not only the immediate security threats but also the social, political, and economic roots of the conflict. “Insurgency will never be ended by corrective measures alone,” Zulum declared, emphasising the success of non-kinetic initiatives like the reintegration of over 300,000 repentant insurgents, with more than 99% contributing positively to society. His administration’s ‘Borno Model’—a pioneering blend of military action and civilian-led reconciliation—has been praised for encouraging surrenders, fostering community healing, and promoting sustainable peace.





 

The governor’s commitment was further demonstrated on 19 May 2025, when he led a statewide day of fasting and prayer for peace, spending the night in Kala-Balge, one of Borno’s most insurgency-affected areas. His presence in Rann, where he supervised the distribution of relief materials to over 10,000 vulnerable families, underscored his dedication to frontline communities. “Governor Zulum’s determination gives us hope for a safer Borno,” said Aisha Mohammed, a teacher in Maiduguri. “His leadership shows he stands with us, even in the hardest times.”

 

Zulum’s collaboration with federal authorities has also gained momentum. Following urgent meetings in Abuja on 10 April 2025 with top military commanders, including the Chiefs of Army, Naval, and Air Staff, Zulum secured commitments for a renewed military strategy to counter Boko Haram’s recent gains. The governor has advocated for increased investment in technological warfare and equipment, noting that insurgents currently hold a technological advantage. In a statewide broadcast on 17 May 2025, he announced an ongoing review of counter-insurgency strategies, including the reconstitution of the Anti-Social Vices Committee to curb related criminal activities in Maiduguri.

 

Despite challenges, such as the alleged collaboration of some politicians and military personnel with insurgents, Zulum remains steadfast. He has vowed to “deal ruthlessly” with saboteurs by strengthening intelligence networks, a promise that has resonated with residents weary of prolonged insecurity. His administration’s broader efforts—prioritising healthcare, education, and economic recovery in the 2025 budget of ₦584.76 billion—further demonstrate a holistic approach to rebuilding Borno.

 

The federal government has responded positively, with the Minister of Defence, Badaru Abubakar, assuring additional support to address Borno’s security needs. Zulum’s call for unity, echoed by traditional rulers, religious leaders, and civil society, has galvanised community support for peacebuilding efforts. “With unity, perseverance, and faith, we shall overcome,” Zulum affirmed, inspiring hope across the state.

 

As Borno navigates this complex crisis, Zulum’s leadership stands out as a testament to resilience and innovation. His bold reforms and tireless advocacy are paving the way for a more secure and prosperous North-East, offering a promising vision for a region long plagued by violence.
