Opeyemi Agbaje Confirmed as PenCom Chairman Amid Calls for Pension Sector Reforms

On Tuesday, 11  November 2025, the Senate of the Federal Republic of Nigeria confirmed Opeyemi Agbaje as Chairman of the National Pension Commission (PenCom).

His confirmation came through a plenary session presided over by Deputy Senate President Jibrin Barau, following the adoption of the report of the Senate Committee on Establishment and Public Service chaired by Cyril Oluwole Fasuyi.

The confirmation also included the appointment of four commissioners who will join the PenCom board:

  • Hafiz Mohammad Kawu – (Technical – North West)





  • Samuel Chigizie Nwandu – (Inspectorate – South East)

  • Charles Efe Sylvester Emukowate – (Finance – South South)

  • Bello Abubakar Malabu – (Administration – North East)

Why This Matters

  1. Board Reconstitution
    The appointment and confirmation come after a protracted period of delay in the reconstitution of PenCom’s governing board. Stakeholders—including the Nigeria Labour Congress (NLC)—had pressed for the board’s reconstitution, warning that pension funds are “deferred wages, not state revenue”.

  2. Pension Sector Oversight
    PenCom is the regulator of Nigeria’s Contributory Pension Scheme, overseeing the retirement savings of millions of Nigerian workers. A properly constituted board is critical for governance, confidence, and safeguarding of pension assets.

Profile of Opeyemi Agbaje

  • Education: LLB (University of Ife, 1985), called to the Nigerian Bar in 1986. Holds an LLM (University of Lagos, 1989) and an MBA (IESE Business School, Spain, 1997).

  • Career: Started in legal practice, then moved into banking — worked at First Bank Nigeria Plc and was among early staff of Guaranty Trust Bank (GTBank), rising to Assistant General Manager by 1998. Later became Executive Director in banking, before shifting to strategy & consulting in 2004 when he founded RTC Advisory Services Ltd.

  • Academia & Thought‑leadership: Served on the faculty of the Lagos Business School, authored columns (“Economy, Polity, Society”), hosted policy‑focused TV programmes.

Key Challenges Ahead

With his new role, Agbaje faces several key tasks:

  • Ensuring Transparency & Accountability: The pension sector has in the past faced criticism for gaps in governance and oversight. The new board will need to reinforce systems for transparency, audited reporting and risk management.

  • Expanding Coverage & Inclusion: One recurring issue is extending pension coverage to informal sectors and ensuring that contributions translate into sustainable retirement incomes.

  • Managing Market & Regulatory Pressures: With global and local financial headwinds (inflation, currency volatility, asset‐market risks), PenCom’s board will need to ensure the value of pension funds is preserved and grown.

  • Stakeholder Confidence: Labour unions, pension contributors and employers will be watching how the new leadership revitalises the commission’s regulatory role and safeguards contributors’ assets.

What It Could Signal

  • The confirmation may be a signal that the government is prepared to place greater emphasis on the governance of Nigeria’s pension industry.

  • It may also open the door for reforms in investments strategy, board effectiveness and regulatory oversight within PenCom.
