U.S. Commerce Officials Spearhead Unprecedented Delegation At COP28 Climate Conference In Dubai

The U.S. Department of Commerce is set to dispatch its largest-ever delegation to the 2023 United Nations Climate Change Conference (COP28) in Dubai, United Arab Emirates.

Headed by Under Secretary of Commerce for International Trade Marisa Lago and Under Secretary of Commerce for Oceans and Atmosphere, Dr. Richard Spinrad, the delegation comprises senior officials from over 20 U.S. Departments, Agencies, and organizations.

Their mission is to collaborate with leaders from more than 190 countries in advancing collective efforts to combat the global climate crisis.





Under the leadership of the Biden-Harris Administration, the U.S. has taken bold strides, delivering on its most ambitious climate agenda in history. Embracing a comprehensive approach, the administration aims to achieve global net-zero emissions by 2050, aligning with the goals set forth in the Paris Agreement.

Under Secretary Lago and Administrator Spinrad will emphasize the integral role played by the U.S. business community in offering climate solutions essential for meeting global climate commitments.

Additionally, they will showcase the National Oceanic and Atmospheric Administration (NOAA)’s data, research, and services as crucial tools for informed decision-making in climate action.

The International Trade Administration (ITA) will engage in bilateral and multilateral discussions to foster international cooperation.

Their agenda includes meetings with U.S. and global entities to explore industry partnerships and investments, as well as active participation in policy dialogues focusing on climate adaptation, resilience, clean energy transition, and gender considerations in project development.

NOAA, a key player in the delegation, will take a lead in various events concentrating on data and research informing decision-making. Noteworthy activities include co-sponsoring the Ocean Pavilion, a central hub for discussions on leveraging ocean science and solutions against the climate crisis. With over 80 events addressing rising seas, climate impact on the living ocean, and blue economy and finance, NOAA aims to contribute significantly to the COP28 discourse.

On December 8, Under Secretary Lago and Administrator Spinrad will partake in a special collaborative livestreamed event titled “Ocean Innovation to Support Climate Adaptation and Resilience.” The event will feature U.S. public and private sector leaders exploring the intersection of climate, weather, environment, and ocean data products and services. It will highlight how U.S. innovations in climate adaptation can bolster climate resilience both domestically and internationally.
