In Order to safeguard national security and human rights, the United States has taken action against members of the Intellexa Commercial Spyware Consortium.
The U.S. Department of the Treasury announced the designation of two individuals and five entities associated with the consortium for their involvement in the development, operation, and distribution of commercial spyware technology.
The proliferation and misuse of commercial spyware have raised serious concerns within the United States, as foreign actors have exploited such technology to target Americans, including government officials, journalists, and policy experts. These actions have enabled human rights abuses and posed significant risks to democracy and individual freedoms worldwide.
The designations underscore the U.S. government’s commitment to establishing clear boundaries for the responsible development and use of surveillance tools, in alignment with the protection of human rights and democratic values. This move comes ahead of the third Summit for Democracy, scheduled to be hosted by the Republic of Korea in Seoul.
Since last year’s Summit for Democracy, held in March 2023, the United States has implemented various measures to counter the proliferation and misuse of commercial spyware. These include the issuance of an Executive Order to Prohibit U.S. Government Use of Commercial Spyware posing risks to national security, the adoption of Guiding Principles on Government Use of Surveillance Technologies, and the addition of commercial spyware entities to the Department of Commerce Entity List.
